Antonov-38-120 cargo and passenger multipurpose aircraft designed to transport 27 passengers or 2500 kg of cargos. The cabin of cargo-and-passenger option can be transformed into cargo or passenger options in 30 minutes. In order to facilitate cargo handling operations the plane is equipped with a hand driven crane able to lift up to 500 kg loads. An-38-120 multipurpose aircraft is designed as a modification of the basic Antonov-28 aircraft and retains all its best characteristics, surpassing in longer fuselage, more powerful engines and improved comfort of passenger cabin and flight deck. The aircraft is equipped with two highly efficient Garrett TPE 331-14GR-801E turboprop engines with low noise HC-B5MA ”Hartzell” five-bladed propellers of USA production. The aircraft is manufactured at Novosibirsk Aviation Production Association located in Novosibirsk, Russia. Capacity of the production facilities is up to 30 planes annually.

Antonov-38-120 aircraft offers a high takeoff and landing performance, easy and reliable control in all flight configurations and high flight safety, i.e. no stalling at high angles of attack, maintained stability and controllability even in the case of wing and tail icing. Improved takeoff and landing performance and landing gear with low-pressure tires provide for operation of the Antonov-38-120 aircraft in small airfields including unpaved, ice- or snow-covered ones. The aircraft is capable of operating in a wide temperature range, i.e. from -55.C to +45.C. At the customer’s option the aircraft can be equipped with an air conditioning system in order to provide more comfort during operations in hot regions. A cargo-and-passenger configuration of the aircraft ensures transformation of the passenger cabin into a cargo compartment within 30 minutes.
