At customers demand the aircraft can be equipped with engines and on-board equipment of either CIS or foreign manufacture. Cabin layout of aircraft can be modified to accommodate either 46 or 52 seats with different appliances, and in cargo/ passenger versions to stow 1.9 to 3.4 t of cargo on the pallets and 20-36 passengers.
An-140 is a high-wing monoplane configuration with traditional tail unit and wing-mounted turboprop engines. Tricycle landing gear is retractable into fuselage. Spacious baggage and cargo compartment of B class is arranged in the aft. Apart, a cargo compartment of D class is provided under the passenger cabin floor. Transportation of palletized cargoes with removing of forward rows of seats in the fore section of passenger cabin is provided.

Complex system of service providing is developed with the aircraft An-140.
-training of flight and ground personal in Educational Center with implementation of modern means of education;
-performance of labor-intensive forms of service in technical training center;
-continuous test of safety level of all systems and assemblies;
-constant engineering support of operators;
-optimization of spare parts set depending on schemes of service and fleet volume
Noiseworthiness inside and outside aircraft complies with international regulations and the modern household appliances and interior creates comfortable conditions as best as that of jet airliners. An-140 aircraft surpasses all existing aircraft of the same class in the volume of baggage compartment available per one passenger.
An-140 is designed in conformity with certification basis requirements based on AP-25, FAR-25

-Type Certificate for aircraft An-140
-Type Certificate for ТВ3-117ВМА-СБ2М engine
-Certificate for noise parameters on the site for conformity with Chapter 3 of international standards, Appendix 16 to the Convention of International Civil Aviation (book 1.2 edition,1988)
-Airworthiness certificate for complete parts for conformity with ”Technical requirements”
