The (ECS) `Planshet` is based on own design of hardware-software resources. This system is connecting the satellite communication system GlobalStar, communication system of standard GSM, radio communication resources of kV, VHF diapason and professional overland map into global navigation system NAVSTAR-GPS. The (ECS) `Planshet` consists of dispatcher (controlling) post and navigation- communication equipment, which is set on mobile object.

- The dispatcher post (DP) use for providing the operative information to dispatcher (chief) about location, condition status and action of controlling boat.The equipment set in company`s room and looks like PC with (ECS) software, which is connected to means of data transmission. The dispatcher post (DP) allows to solving the next problems:
- Receiving and recording navigation and telematic information, which is contains location, sped and moving course, gauge`s condition of internal boat systems.
- Showing the watercraft`s location on electronic map.
- Automatic control of moving on laid route (for each watercraft).
- Automatic speed control of watercraft moving and possibility of putting the top allowable border.
- Receiving the emergency message from watercraft, sound notification and automatic showing the location of suffering
- Viewing navigation condition for any period of time
- Receiving the information of any map`s object (Within the framework of an available database) and putting the own objects (point, linear, area);
- Recording and analysis the action of watercraft.
- Realization the voice communication of dispatcher to bout.
The dispatcher post (DP) contains: PC-Pentium III, satellite terminal Qualcomm GPS 1620 and base marine radio station with radio-modem.Different modes of information interchange with a view of economy of the traffic of satellite communication are stipulated: beacon- boat leaves on communication in time, which is given the dispatcher. `Black box` is the information recording in memory of navigation boat equipment and information distribution after dispatcher`s request. The quality of showing objects limited to ergonomical criteria. Work with an electronic map allows the dispatcher to look through various areas quickly, not feeling weariness.The determination of system configuration depends on quantity of controlling object and the type of connection. The (ECS) `Planshet` added the communication and information server, which is providing the work to huge objects and equipped the different means of data transmission.
- The navigation-communication equipment for mobile object (NCEMO) is used for determination of location, speed and direct course of watercraft. It defines the working condition of internal system, recording and transmission of information to dispatcher post and establishing the sound communication to dispatcher. The PC with electronic carthography system `Faeton` for decision autonomic navigation problem cab be put on mobile objects. The customer is choosing a channel of transmission, proceeding of problem and economical expediency. JSC `Defense system` created the registrator of navigation and telematic information (RNTI- it`s the base of BNCE), which is program toned to any system of database transmission. It`s allowed to user change the system of data transmission, not changing the equipment or simultaneously to use some communication channels. If you are using the cellular or satellite communication channel, RNTI is automatically change the channel which is depend on presence of cellular cover. The internal nonvolatile PNTI memory is allows using control system of mobile object in mode of ether at operation of gauges or emergency call. The RNTI show the stored information on display and moving trajectory of object for a past signal from last message is formed. NCEMO consist of: RNTI, satellite terminal Qualcomm GPS 1620 and base marine radio station with radio-modem;

All hardware-software means of own (domestic) development (other domestic manufacturers of similar systems are absent in full), cost is much lower than foreign manufacturers, high reliability (separate elements of systems are accepted on supply by Federal frontier forces (FFF) of the Russian Federation, the unique offer of organization of own business.
